Denmark Implements Stricter Certification Measures for Game Suppliers – Daily Business

The Danish Gambling Authority is updating its rules once again. This will concentrate on new compliance requirements for gaming providers. Below is a discussion of how this will work.
Introduced in January 2026, Danish gambling is now in a six-month transition period that ends on July 1st. At the end of this timeframe, the Danish Gambling Authority known as the Spillemyndigheden stated that iGaming suppliers must be responsible for their own certification responsibilities. Further distinct obligations will be introduced both for the suppliers of gambling games, and license holders.

Changes to Gambling Documentation
Under the previous rulings, operators were responsible for reporting compliance on behalf of their suppliers. They would have to compile reports about their game suppliers and then submit them. The onus has now shifted from operators to the suppliers themselves, who must now report using their own documentation. In addition, the operators must also send their own information. It is hoped that this change will increase transparency, making both the game suppliers and operators accountable.
All companies that supply games in Denmark will fall under the ruling. Both will have to apply for two different certifications. This includes one for business-to-consumer obligations and a second one for the role of a supplier. By implementing dual certification it is hoped there will be an increased level of transparency.
This also differs as each party must now submit a report. Therefore, if two game suppliers are involved, each must submit documents. Having a separate paper for each entity involved will highlight the independent responsibilities of each.
To make matters clearer, the Danish Gambling Authority published a table showing the seven types of certification available. It highlighted which ones are applicable to each company, and the frequency with which they had to be updated.
When you visit an online casino in Denmark, it is apparent how well this compliance is working. The operators are top quality, providing bonuses and the best games in Europe. Additionally, it is easy to see how well they adhere to safe gambling rules: Age requirements are consistently displayed across the board. Many of them are also rated based on factors like customer service and payment methods.
Denmark’s Changes to Lottery and Bingo
This is not the only reform the Spillemyndigheden has implemented in the last year. At the end of 2024, it conducted an overhaul of its regulations for land-based bingo. This also covered applications for charity lotteries. These rules were brought into effect in January this year.
With the new rules, those who want to apply for charity lottery permits can do so by submitting an application. A new digital portal has streamlined this process and was up and running by November of the last year. At the same time, it is also possible for operators to apply for land-based bingo permits. It has been noted that if all required documents are provided at the time of application, the process can be done extremely swiftly. The Spillemyndigheden has set up a dedicated webpage with a thorough breakdown of what is required for anyone wanting to apply.
The documentation required includes a form completed by all members of the executive board and its members. If the business was based outside Denmark, the EU or the European Economic Union, then they must have had a Danish representative who would do this for them.
It must also have included debt and criminal records checks. If anyone on the board was involved and convicted of criminal activity, then the Spillemyndigheden reserves the right to forcibly make them resign.
Applications for this cost DKK20,000, with a renewal of the license costing half of that. Added to this is a compulsory annual fee that must be paid, relative to the company’s yearly income.
Gambling in Denmark
Last year, gambling in Denmark actually bucked trends seen elsewhere in Europe and was on the decline. In the month of September, it was 2.8% lower than the year before. It was also down 3.2% in August, although this may have been due to the dearth of major sporting events that slowed the income of bookmakers. This shows in the 21.7% hit it took on the year before.
Online casino gaming was up, however. This had risen 12.1% year on year. This follows a similar trend in US states such as New Jersey, in which online casino revenue is on the increase where traditional gambling methods are losing custom.
Denmark has had one of the most liberal and progressive digital gambling markets in Europe. They brought their gambling act into being in 2010, legalizing online sports betting, casinos and lottery. Operators must have a string of obligations to be allowed to function. These include age verification systems so that only those over 18 can access their websites.
This shows a continued commitment from the Danish authorities to continually update and improve their guidance and legislation. In many ways, this is the perfect example of how to implement gambling legislation in a country. With many places now changing their laws, eyes will be on Denmark to see how and if this has a long-term impact.
